Bit of a cop-out, but I ended up being busier than anticipated (ain't that always the way). Anyway, this is the super-secret reason why Luna wasn't in season 1! She was off being diplomatic and stuff. I imagine it went something like this:

SECRETARY: So, you got possessed, tried to bring about eternal night, and spent the last one thousand years trapped in the moon and stewing in bitterness?
LUNA: Yep!
SECRETARY: Can you give us any reason as to why we should accept you as a serious envoy of your country?
LUNA: I'm super-adorable!
SECRETARY: D'aww, here's your little nameplate.

(She probably wore her socks to the interview, just in case her natural cuteness wasn't enough.)

eta: The griffin isn't Gilda. I wouldn't be so mean as to seat Luna next to her...
